Node unable to join the cluster on reboot with error "dlm: no local IP address has been set"

Issue

Node is unable to join the cluster on reboot. Node can join the cluster after manually starting cman after bootup. Following error can be observer on reboot.

dlm: no local IP address has been set
dlm: cannot start dlm lowcomms -107
```
