Dpdk compute scale out fails with "Stderr: 'Cannot get driver information: No such device'",

Issue

When trying to scale-out a ovs-dpdk compute node with Mellanox ConnectX-4/5/6 network interfaces:

openstack overcloud deploy (...) 

deployment fails while configuring dpdk port:

"[2023/01/25 03:26:53 AM] [INFO] adding ovs dpdk port: dpdk0",
...
        "Stderr: 'Cannot get driver information: No such device\\n'",
...
        "ERROR: os-net-config configuration failed.",
