yum commands slow on an offline system

Issue

• All yum commands have over 2 minute delay.
• We have deactivated the management of the repos via the command: subscription-manager config --rhsm.manage_repos=0.
• We cannot disable the "Updating Subscription Management repositories".
• yum is still contacting cdn.redhat.com even though unregistered from subscription-manager and rhsmcertd was disabled.
