Cluster FIPS mode is disabled when deploying hosted engine in a FIPS-enabled host
Issue
- A fresh hosted engine was deployed in a FIPS-enabled host.
- The newly created cluster has FIPS disabled.

- Red Hat Virtualization Host (RHVH) 4.5.3
- Red Hat Virtualization Manager (RHV-M) 4.5.0
