Unable to set customized system security classification banner in RHEL8

Issue

• Unable to set custom system security classification banner as per 10.1. Enable System Security Classification Banner. Tried changing the bitmap settings to set the green color for the unclassified banner to the following settings, but it doesn't seem to work:
