Why does a certain package version which includes a security vulnerability fix is not found in E4S or EUS repos?

Issue

• An internal security tool/audit has determined that it's needed to install specific package version, but this version is not found in the E4S/EUS repositories.
• A specific Red Hat Security Advisory (RHSA) needs to be applied, but the package version that includes the security fix is not available.
