[RHOCP 4] PTP clockIdentity and portIdentity are nondeterministic

Issue

  • The 'order of the interfaces' provided in PtpConfig are not maintained when PtpConfig is applied.
  • PTP clockIdentity and portIdentity are nondeterministic and can differ on a node even if the ptp configuration is the same.
