AMQ 7: large number of 'killed' messages reported, with an empty queue and empty DLQ

Issue

An AMQ 7 queue has an unexpectedly small message backlog, or fewer than usual messages delivered to consumer clients, or both. In extreme cases, the queue may be empty and supply no messages at all.

The statistics for the queue, as seen in the console, show a large numbers of 'killed' messages. Yet there are no messages in the DLQ.
