Installation fails in an offline environment because dnf tries to fetch remote GPG key

Issue

Using the bundle installer in an offline/air-gapped/disconnected environment fails with the error:

Ansible Automation Platform Repository -                                                                                                     B/s |   0  B     00:00
Curl error (7): Couldn't connect to server for https://www.redhat.com/security/data/fd431d51.txt [Failed to connect to www.redhat.com port 443: Connection refused]
./setup.sh: line 390: ansible-playbook: command not found
