Alert deploy ignores leaf-prometheus flag in OpenShift Container Platform 4.
Issue
When applying a PrometheusRule, it is deployed in the internal Prometheus rule file (the openshift-monitoring one) and not in the Prometheus rule file of the namespace openshift-user-workload-monitoring, although leaf-prometheus flag is present.
