Cloning a VM template doesn't work when using NetworkPolicies

Issue

  • When a namespace has a NetworkPolicy that blocks the incoming traffic by default, creating a VM from a template fails.

Environment

  • Openshift Container Platform (OCP) 4.11, 4.12, 4.13.
  • Openshift Virtualization 4.11, 4.12, 4.13.
