Openstack OVN LoadBalancer doesn't work for some Floating IP

Issue

Sometimes when creating an OVN LoadBalancer with a Floating IP, the traffic through that FIP is not working at all.

Environment

  • Red Hat OpenStack Platform 16.1.8 and below
  • Red Hat OpenStack Platform 16.2.2 and below
