Set limit quotas for kube-rbac-proxy container for serverless in RHOCP4

Issue

  • Manually setting limits for the container kube-rbac-proxy in the knative-serving resource in the deployment did not work as it cannot be overridden by the usual override config options in Serving.
  • Even though the container kube-rbac-proxy has a very small footprint, there should be an option to set limit quotas on the container in serverless.
