Minor upgrade of 16.2.3 to 16.2.4 failed while performing step "3.1. Running the overcloud update preparation"

Issue

• We are performing minor upgrade of openstack 16.2.3 to 16.2.4 to fix bugs as suggested on redhat case 03365631. Update of Undercloud went successful but it failed on step "3.1. Running the overcloud update preparation" with below error.
