Logging in to the ArgoCD user interface is not working in RHOCP 4

Issue

• LOG IN VIA OPENSHIFT feature in the ArgoCD user interface is failing with below error:

Failed to query provider "https://example.com/api/dex": Get "http://openshift-gitops-dex-server.openshift-gitops.svc.cluster.local:xxxx/api/dex/.well-known/openid-configuration": dial tcp xxx.xx.xxx.xx:xxxx: connect: connection refused.

• The openshift-gitops-dex-server pod in the openshift-gitops namespace is going into CrashLoopBackOff with below error:

failed to initialize server: server: Failed to open connector openshift: failed to open connector: failed to create connector openshift: failed to query OpenShift endpoint Get "https://kubernetes.default.svc/.well-known/oauth-authorization-server": tls: invalid signature by the server certificate: crypto/rsa: verification` error.
