Update graph displays error on disconnected cluster

Issue

The following error is displayed when accessing the details within the cluster settings:

Hovering your cursor over the "Error retriving" message under "Upgrade Status" shows:

Unable to retrieve available updates: Get "https://api.openshift.com/api/upgrades_info/v1/graph?arch=amd64&channel=stable-4.11&id=5b82b4e0-bac1-459a-ad94-58432ca67cc3&version=4.11.3": dial tcp 35.174.70.187:443: connect: connection timed out
