OCS/ODF Upgrade Fails with failed: error validating existing CRs against new CRD's schema for "cephclusters.ceph.rook.io"

Issue

During OCS/ODF upgrade fails with the following error:

failed: error validating existing CRs against new CRD's schema for "cephclusters.ceph.rook.io" : error validating custom resource against new schema for CephCluster rook-ceph/rook-ceph: [].spec.storage.nodes.devices.config: Invalid value: "null": spec.storage.nodes.devices.config in body must be of type object: "null"

We've only seen this issue with a ODF 4.7 -> 4.8 upgrade, but it's conceivable that this bug can be hit when upgrading to any ODF 4.x version.
