Project stuck in Terminating state after removing the openshift-monitoring Namespace

Issue

After accidentally removing the openshift-monitoring Project from the OpenShift deployment, the Project is stuck in the Terminating state.

No other Projects/Namespaces can be removed, they also become stuck in the Terminating state.

# oc get project | grep -iv active
NAME                                               DISPLAY NAME   STATUS
openshift-monitoring                                                 Terminating
