AAP unable to run jobs after prolonged database outage
Issue

After a prolonged database outage, the following issues may be experienced:
- Jobs are stuck in pending state
- Health check and heartbeat are not working properly; specifically the
last_seenandlast_health_checkfields of the/api/v2/instances/API do not update
