Container image httpd-24 fails in RHOCP 4

Issue

When deploying the httpd application in openshift it now fails to build due to the default sa not having anyuid scc.
Deploying the base rhel8/httpd-24:1-230 without any build creates a pod in the error state:

Could not write to /opt/app-root/src/dhparams.pem. Check directory permissions
```
