Red Hat OpenStack admin SSH key rotation procedure

Issue

• There is no tooling for rotating administrative SSH keys in Red Hat OpenStack Platform 16.2 comparable to the rotation of service passwords.
• In Red Hat OpenStack Platform 16.2 you can rotate service passwords, however there is no comparable feature for administrative SSH keys.
• A manual process for rotating SSH keys is confusing due to unused keys from the deployment workflow.
