vSphere IPI Worker Scale Up Fails when Initially Selected Host Lacks Resources

Issue

• VMs fail to power on when the land on a host that does not have enough resources
• vSphere cluster has plenty of resources on other hosts
• Worker instance is not moved to a new host with sufficient resources
• Manually powering on the instance triggers DRS to move it to a new host with sufficient resources
