Collector pod exceeds the memory limits in RHOCP 4

Issue

• The collector pod is consuming more memory than the defined in the clusterLogging CR instance
• Fluentd pod consumes a lot of CPU/Memory exhausting the nodes

• the process log-file-metric-exporter is using most of the memory in the RHOCP node
