Logs from all namespaces are collected when list of namespaces is empty in RHOCP 4

Issue

• Logs from all namespaces are log forwarder when the list of the namespace for specific projects is empty

• When using an empty list of namespaces like below, logs from all namespaces are collected:

  apiVersion: logging.openshift.io/v1
  kind: ClusterLogForwarder
  ...
    inputs:
     - name: my-app-logs
       application:
          namespaces: []
