Cephadm is unable to create OSD's with dedicated db device if the DB device is shared with other existing OSDs

Issue

• cephadm is unable to create OSD's with dedicated db device if the DB device already contains DB of other existing OSDs while using the filters.

• DB devices are ignored and OSDs are created as collocated instead of non-colocated scenario while using the filters in osd service specification.
