Hyper-V SR-IOV device fails with "failed with error -28"

Issue

• Hyper-V SR-IOV device fails with failed with error -28
• Issue with HyperV RHEL8 Guest, we can't seem to connect to LAN on the VM with SR-IOV active.
• No Network Connection on our RHEL8 machines on Hyper-V
