Red Hat Capsule upgrade fails with error failed to load one or more features (Container_Gateway)

Issue

• Upgrading Red Hat Capsule server fails with below error:

  [ERROR ] [configure] /Stage[main]/Foreman_proxy::Register/Foreman_smartproxy[capsule.example.com]/features: change from ["Ansible", "Discovery", "Dynflow", "Logs", "Pulpcore", "Puppet", "Puppet CA", "Registration", "SSH", "TFTP", "Templates"] to ["Ansible", "Container_Gateway", "Dynflow", "Logs", "Pulpcore", "Puppet", "Puppet CA", "Registration", "SSH", "TFTP", "Templates"] failed: Proxy capsule.example.com has failed to load one or more features (Container_Gateway), check /var/log/foreman-proxy/proxy.log for configuration errors
