The value of `tripleo_backup_and_restore_server` isn't reflected to "BACKUP_URL" and "OUTPUT_URL" in /etc/rear/local.conf

Issue

The document[1] says that set the value to the IP address of your NFS server to tripleo_backup_and_restore_server in bar-vars.yaml.
However, after you run the following command to install ReaR, BACKUP_URL and OUTPUT_URL in /etc/rear/local.conf aren't set to the value as you expected but the default value 192.168.24.1 like nfs://192.168.24.1/ctl_plane_backups.

openstack undercloud backup --setup-rear --extra-vars /home/stack/bar-vars.yaml --inventory /home/stack/tripleo-inventory.yaml
