Timezone settings in the Grafana dashboard do not stick
Issue
Under some circumstances, timezone settings configured in the preferences are not honoured within the Red Hat OpenShift Container Platform (RHOCP) dashboard.
This happens when:
- The timezone is set for a user in the preferences.
- The timezone is set for individual dashboards.
