Why Syncing ansible-automation-platform/ee-minimal-rhel8 and ansible-automation-platform/ee-minimal-rhel9 Images from registry.redhat.io fails with 403 Forbidden Error?

Issue

• After configuring a remote registry with registry.redhat.io and clicking on sync/index, all the EE sync will complete successfully except the ansible-automation-platform/ee-minimal-rhel8 and ansible-automation-platform/ee-minimal-rhel9 failing with 403 Forbidden error:
