Why do "cupsenable" and "cupsdisable" require a password in RHEL?

Issue

We can use the lpmove and lprm command from the application servers to the print server without the printserver asking for a password. However, when we use cupsdisable or cupsenable command from the application servers it keeps asking for a password. How can I prevent asking the password for these commands? For example:

$ cupsenable -h prtsrv01 prt-028
Password for root on prtsrv01

Red Hat Enterprise Linux (RHEL) 8 and other versions
Common Unix Printing System (CUPS) 2.2.6 and other versions
