Message "User '[UserImpl:'User1']' does not have permissions to execute operation 'Start' on task id 16857247"
Issue
- After the RHPAM was configured to use elytron and file system, user is not able to perform task operations like claim, release, hold, unhold, etc.

Getting below error:
