How to completely delete a ceph backed volume.

Issue

Customer is unable to delete volume from cinder.
No specific errors found. Cinder tries to delete and then drops silently.
Volume was attached to an instance that was deleted and recreated with HOT templates.
It seems that the volume was left in an inconsistent state in the DB (reserved).
