Generic writeback throttling feature is unintentionally turned off when I/O scheduler is changed.

Issue

  • When switching from a scheduler like bfq that wants to disable the generic writeback throttling feature (WBT) to a scheduler like none that enables WBT by default, the feature remains disabled.
  • WBT disabled state may change Write performance for some workloads.
