OpenShift cluster upgrade does not progress due to resource deletions are in progress

Issue

• While performing a EUS to EUS update from OCP v4.8.27 to v4.10.22, the update to v4.9.42 was successful, but the update to v4.10.22 is stuck on Cluster minor level upgrades are not allowed while resource deletions are in progress.

• OpenShift cluster upgrade is stuck due to the following error. However, when checked in the UI each of the resources mentioned in the error message seems to be already removed.

This cluster should not be updated to 4.10. You can continue to update to patch releases in 4.9.
