Ceph CSI pods logging "systemd-run failed with: exit status 1" in an OCS 4.X environment, Why?

Issue

• Ceph CSI pods always logging the following from mount_linux.go

I0711 05:27:40.082622       1 mount_linux.go:174] systemd-run failed with: exit status 1
I0711 05:27:40.082630       1 mount_linux.go:175] systemd-run output: System has not been booted with systemd as init system (PID 1). Can't operate.
Failed to create bus connection: Host is down
