openshift-install destroy in AWS us-gov-west-1 region results in infinite loop with pre-existing private hosted zone

Issue

  • The openshift-install destroy command goes into an infinite loop for OpenShift 4 cluster deployed in AWS GovCloud where a pre-existing Route53 private hosted zone is used.
INFO untag shared resources: InvalidParameterException: Invocation of UntagResources for this resource is not supported in this region
DEBUG Search for and remove tags in us-gov-west-1 matching kubernetes.io/cluster/test-cluster-bsmt4: shared
