ClusterLogForwarder configuration by namespace admin so each project can configure their log sink according to their needs and requirements

Issue

• Project admins should be independently of platform admins be able to configure external log sinks in Cluster Logging. e.g. if some project would like to send their logs to kafka, the corresponding kafka target and secret should be only configured in the corresponding project, without involvement of a platform administrator.
• It would be nice, if the namespace admin could create ClusterLogForwarder in it's namespace and configure the log sink for it's namespace without requiring support/assistance from the cluster-admin to-do so.
