[JON] Resource metrics are not collected when a metric's collection interval is 0
Issue
- The agents that are trying to collect data start running at around 100% of 1 CPU
- The agents stop sending any data to the
- No JBoss AS metrics are sent to or displayed by the server

Agent debug log is filled with the following messages:
DEBUG [MeasurementManager.collector-1] (rhq.core.pc.measurement.MeasurementCollectorRunner)- Measurement collection is falling behind... Missed requested time by [2182129ms] -
Agent log indicates measurement collection is falling behind and the collection time was missed by the number of milliseconds the agent has been running

Agent is unable to collect metrics when metric collection interval is set to 0 seconds
