sriov-device-plugin pods are restarting after scale-up/scale-down nodes

Issue

• Is it expected sriov-device-plugin pods are restarting after scale-in/scale-out nodes?
• Adding a label network-sriov.capable=true to a new node restarts the sriov-device-plugin pods in openshift-sriov-network-operator namespace.
