os-net-config loses routing information when slave devices are updated

Issue

• os-net-config loses routing information when slave devices are updated.
• When I apply ETHTOOL_OPTS to slave devices, os-net-config stop slave devices and start slave devices and the bonding device. Then routing information is lost.
• The configuration vlanX device are bound to bondX device and there are several slave devices.
