Jenkins changes for OCP 4.11

OpenShift 4.11 brings significant changes to the way Jenkins is delivered to users.

OpenShift Container Platform (OCP) 4.11 changes some details of how the OpenShift Jenkins image and OpenShift Agent Base image are provided to customers. In particular, rather than producing these images as part of the OCP install payloads, we are producing them as separate images under the ‘ocp-tools-4’ organization at ‘registry.redhat.io’.
