How to completely disable CPU "C-state" when CPUidle driver shows acpi_idle or intel_idle?

Issue

  • CPUidle driver displays acpi_idle after setting intel_idle.max_cstate=0 processor.max_cstate=0 into kernel boot parameters. How to completely disable CPU "C-state" using kernel parameters?
$ cat /sys/devices/system/cpu/cpuidle/current_driver
acpi_idle

 $ cpupower idle-info --silent
CPUidle driver: acpi_idle   
CPUidle governor: menu
