After enabling FIPS as described in How can I make RHEL FIPS compliant?, CUPS is unable to print.

  • Red Hat Enterprise Linux (RHEL) 9
  • cups-filters-1.28.7-10.el9.x86_64
  • qpdf-libs-10.3.1-4.el9.x86_64
