LVM-activate resource is unable to start anywhere due to "Volume group doesn't exist" error.
Issue
During start operations the LVM-activate
resource reports the below error:

May 20 23:08:26 node02 pacemaker-schedulerd[####]: error: Preventing lvm-resource from restarting anywhere because of fatal failure (not configured: Volume group[testvg] doesn't exist, or not visible on this node!)
Following this error the resource is unable to start on any nodes, even if partner's have not experienced a failure.
