Issue
- Ceph spec generated by 'openstack overcloud ceph spec' is missing hosts
- I'm trying to deploy Ceph with OSP17 using "openstack overcloud ceph deploy" but although only HCI compute roles contain "OS::TripleO::Services::CephOSD" it tries to deploy OSDs on controllers

- Red Hat Ceph Storage 5.x
