OpenShift fails to install using IPI with network customizations

Issue

When installing OpenShift using the IPI method with network customizations, the OpenShift cluster fails to bootstrap displaying the following error:

DaemonSet "openshift-ovn-kubernetes/ovnkube-node" rollout is not making progress - pod ovnkube-node-XXXX is in CrashLoopBackOff State
DaemonSet "openshift-ovn-kubernetes/ovnkube-node" rollout is not making progress - pod ovnkube-node-XXXX is in CrashLoopBackOff State
DaemonSet "openshift-ovn-kubernetes/ovnkube-node" rollout is not making progress - pod ovnkube-node-XXXX is in CrashLoopBackOff State

The network customizations include interface configurations for NetworkManager to configure bonded interfaces on the Red Hat Core OS Node.
