Stack deployment fails with "FATAL | Wait for puppet host configuration to finish"
Issue
While performing openstack overcloud deploy the deploy timeout with
FATAL | Wait for puppet host configuration to finish | controller01 | error={"ansible_job_id": "912792660407.174797", "attempts": 1200, "changed": false, "failed_when_result": true, "finished": 0, "started": 1}
due to pacemaker cluster resources not properly started or stopped/disabled.
