image signature policy deployments blocked by Admission Controller

Issue

The 3.70.0 Admission Controller is falsely blocking deployments with signed and verified images when using the image signature policy with deploy time enforcement. This blocking is occurring because the Admission Controller is only waiting for image enrichment results (ie, scan results and signature results) when an alert for the policy images with no scans is created.
