Unable to delete any Project or Namespace in RHOCP 4

Issue

• Attempt to delete a Project or namespace with oc delete ns <ns-name> hangs.
• After deletion attempt the Project or namespace remains in Terminating status.

• Status conditions of the Project or namespace after deletion attempt shows the following message.

• Unable to use PromQL to query the prometheus-adapter metrics job (apiserver_current_inflight_requests{job="prometheus-adapter"}) from OCP console Observe -> Metrics
